Why it is not simply refilled
Refrigerant is not consumed. A circuit charged correctly at the factory and short of gas now has lost it somewhere, so adding more buys a few months and leaves the hole where it was. The leak is found first and repaired, and the loop is then evacuated to draw out moisture and air before a measured charge goes back in. That sequence is the job. The gas is the cheap part of it.
Where an owner has to stop
The circuit is sealed, it is under pressure, and the refrigerant inside it is federally regulated: opening one calls for EPA Section 608 certification, which the technician doing it holds. Nothing useful can be tested from the kitchen side. Take the grille off, look at the condenser, put a thermometer on a shelf — past that, the instruments have to come out of the van.
